Er no they are not all in the pool. The only packages in the pool are the current versions for stable/testing/unstable/experimental. There are also the few packages that haven't been completely compiled on all archs yet and so are still left in archive while this is being done. snapshot.debian.net has nearly every deb since 2002/06/04, but it is not an official debian repo afaik.
