I don't know that there is such a rule for naming convention of
package name. If it is common sense of Debian, we should write in a
policy manual clearly.

If it must surely rename, I choose `develock-el'. But the `-el' suffix
looks redundant for me. Because I can know that it is an Emacs
specific package, if I see it's description and dependency. And the
software which I got interested and ITPed is identified by the name of
`develock', not `develock-el'.
