gimp-print/cupsys migration to testing

gimp-print and cupsys haven't yet migrated into testing, even though
both are apparently valid candidates according to the PTS.  What is
preventing the migration?

The version of gimp-print in testing is nearly a year old(!), so I
would like it to be updated soon!  For various reasons the newer
versions haven't been able to migrate until recently.
