There are two situations : 

- Your code absolutely needs a non-free package to be used, but is free
  itself : it can be in the contrib archive of Debian
- Your code can be used in some way only with dependencies in the main
  archive of Debian : it can be itself in main.

I don't know Java very well, but I think of your code being either
runnable by a free Java VM like Kaffe or compilable by a free Java
compiler like gcj...

AFAIK, it may mean your code can't depend on some specific classes by
Sun... (Java gurus could explain better than me, or correct if I'm
wrong)
