Bug#192983: general: libqte-mt3-dev depends on qt3-dev-tools.

I'm confused.  Libqte-mt3-dev is the Development package for the Threaded
version of Qt/E (note: Embedded).  First off I didn't know there were that
many packages even using this version.  Secondly, it wouldn't be "many" it
would be "all" as there is not a non-threaded version of Qt/E 3 in Debian.

And finally, What's wrong with it requiring qt3-dev-tools?  libqte-mt3-dev
is only in unstable/sid which is where qt3-dev-tools is so I don't see the
problem.
