Yes, because of licensing issues and following lack of motivation.
However, this was 1998. Maybe the licensing issues have changed meanwhile.

I'll forward my correspondence with the upstream authors to you
separately (and anybody else who is interested of course, just tell me).

Not anymore. AFAIR you also have to add a mailer definition to sendmail,
so you should probably coordinate with the sendmail maintainer on that...
