Rather than tweak Debian's use of sysv runlevels, I
suggest that it might be better to leave them as they
are, but to implement something on top of it that solves
the more general problem of system profile switching.
It would be nice easily to be able to switch from one
to another system configuration & service profile, just
as one can can switch from one to another user profile by
logging out and logging in as another user. Switching
system profiles (in the present sense) involves not
only stopping and starting services but also changing
configuration files.
