Kylix is free-as-in-beer, not free-as-in-speech, and is not and will never be
in Debian (as long as its licence remains non-Free as defined by the DFSG).
Try asking on a Kylix-related mailing-list, or better, use a Free Software
compiler.

Then try windowmaker, blackbox, ion, sawfish, ... Maybe you don't need
a desktop, but just a light-weight window manager.
