You don't have to be best chums with someone before giving them a hand.
Find a package you like and use, or something which needs attention, and do
the necessary work. Tell whoever's more responsible for it what you're
doing/have done, and offer the fruits of your labour to them.
For instance, find a package with bugs galore in it. Triage those bugs, as
in:
* Read every bug report and find out what's going on. If the report is
lacking information, add it. Try to reproduce it on your own system, and
add that information to the bug report. If you can't, add that too. Check
previous changelogs (both Debian and upstream) to see if the bug may have
been fixed and not closed.
* One bug at a time, work out what needs to be done to fix that bug, and do
it. Add the patch or description to the bug report, and pester the
maintainer about it if they're unresponsive.
Do that for a few different packages, and you'll have plenty of friends.
In fact, if you want to get involved, there's a BSP on this weekend. Put
your money where your mouth is, and get involved. You'll meet plenty of
people there.

Perhaps to get it into the archive, but you don't have to be a card-carrying
Debian Developer to write code.
