It looks to me that the GPL'ed files were written as an extension to the
core. The core (non-free part) is actually the nintendo CPU emulation.
Everything else is free, either GPL or Clarified Artistic.

Either way, I don't want to be packaging another non-free program,
especially when FCEU is available, so I've actually already closed this
ITP. Another prospective developer ITP'ed FCEU in September and we're
discussing how to work together to get FCEU ready to go in to the
archive.
