Will ppp always be installed first if it and the package(s) that depend on
it are installed on the same command line (i.e., 'dpkg -i pppconfig ppp')?

The permissions got changed to root:root 755 on this machine, which has a
fresh install of woody with pppconfig, exim, and chrony having put files
under /etc/ppp.

Ppp and pppconfig are in base, so I would bet on pppconfig being the
culprit.
