You should definitely do so and follow the path Ben described in his
HOWTO. I think you are exactly at the same level where I was in the
beginning of this year when I started Debian-Med. Your web page is a
clear sketch of the intentions of the project and is a good base to
start working.
Feel free to ask the people who are concerned about internal projects.
We hope that a common list for all those projects will be created soon
to coordinate all necessary stuff and do not bother debian-devel for this
stuff.
