Hello,
Iirc he is MIA and has not made an upload in along time, take a look
at http://qa.debian.org/developer.php/ to be sure. - Last I time
checked all uploads in the last 6 Months were NMUs.

I'd think so, check the developers-referenc for exact procedure and
search on debian-mentors for a sponsor.

BTW have you tested xsltproc? I use it as (fast) replacement for
Xalan2.
