It is true that our overall goal is for every relevant package to build on
every architecture.  However, the rule we've been using takes into account
the fact that we don't live in a perfect world.  If a package has never built
on a particular architecture, that's not a release-critical problem.

Any package which doesn't build for all relevant architectures gets a non-RC 
bug (typically of severity 'important') filed against it.

Any package which previously built for a given architecture but on which 
newer versions fail to build gets an RC bug (typically of severity 'serious')
filed against it.

This mirrors the promotion rules for packages to enter testing.  To enter 
testing, a package must have successfully been built on all architectures it
was previously built for.
