So does this mean that debian-emacs-policy is broken?  Right now it's
worded to require that add-on packages, like gettext-el have a
dependency on emacsen *or* some collection of appropriate emacsen
flavors.  Do I need to change this to require add-on packages to
specify at least one real emacsen flavor first?  (Sounds like I
might...)
