Yes.  It is AIX specific.  Does _any_ OS other than AIX implement
support for /etc/environment?  Support in Linux seems to have been
sporadic code snippets imported from AIX which eventually whither and
die due to lack of sunlight.

Is /etc/environment documented as a required behavior for Debian?  Is
Debian going to make a Debian Policy change with support for
/etc/environment?  I could find no mention of it in there, please
correct me.  And without that I would not expect any support for
/etc/environment by random packages since how would they know?  I know
of no other system except AIX that uses that file.
