A spam (ESPECIALLY in the BTS) makes Debian look like "we don't know
what we're doing, we can't fight spam". We're a VERY (!) technical
organisation, with VERY (!) highly trained IT professionals. We should
be able to fight it with vigour.

If we can't (won't?) fight it in the BTS even the slightes, THAT makes
us look bad.
