Say... if we can still use debconf with d-i, why not keep the mirror list
stuff autogenerated on run-time like apt-setup does it, instead of the
build-time hardcoding?

We're getting there... ;) See the progress in #157942.
Volunteers are still very welcome when it comes to fixing the incremental
updates code, despite the fact the existing patches haven't been merged in
yet.
