Policy D.2.4. seems to say that the Maintainer field should be in
RFC-822 format.  Therefore addresses containing non-ASCII should be
encoded according to RFC 2047.  That way, jennifer will send out
RFC-compliant mail, instead of those with From: lines containing
high-bit characters, which also happens to look ugly for those of us not
using the encoding people think is implicitly allowed.

In other words, what these people are doing is broken right now, and
won't be any more broken if the control file is made explicitly UTF-8.
