defsystem is a "make"-like tool for building Common Lisp
systems. Defsystem3 is currently part of the Debian package Common
Lisp Controller. However, in discussions with the Defsystem3's and
Common Lisp Controller's maintainers, there is an advantage for
packaging this separately. After this package has been accepted into
the Debian distribution, Common Lisp Controller will remove defsystem
code and depend upon this package.

I'm not exactly sure of the category of the license. I believe it to
be DFSG compatible:
