Sure, Recommends: and Depends: are nearly equivalent from the user's
point of view, because "The Recommends field should list packages that
would be found together with this one in all but unusual
installations.", and therefore any sane package management software
should install recommended packages by default.

OTOH, Suggests: "is used to declare that one package may be more useful
with one or more others." Which, IMHO, just declares a useful aggregation.
