I wonder why an underscore cannot be used there. It would be a lot less
strange-looking.

I think there is no ambiguity -- the part before the first underscore is
the source package name. If there is a second underscore, the part
between the first and second underscores is the directory to unpack this
tarball to. And of course the part after the last underscore is the
verson and extention info.
