It does have to be verifiable by dinstall (so the inevitable buggy uploads of dpkg/dpkg-sourcev2 can be stopped from wrecking half the archive), managable by the archive scripts (since it'll involve different files being around at different times), correctly handled by apt (apt-get source, apt-ftparchive when generating Sources.gz), buildable by all the buildds, checkable by lintian/linda, and so forth.
