I tried a quick-and-dirty debhelper packaging of the pinball skin and
ran into the same trouble as you did. One thing: i noticed there was
only one contents.rdf in the top-level, while the other themes (modern,
for example) seem to have one per directory. Some Googling revealed that
there are "jar" and "non-jar" packaging styles, and the URLs seem to be
different for each one; don't know if this is relevant though.
Maybe you should contact upstream.
