There is a more general case of files associated with a package that
dpkg does not know about. Also consider file generated in /var for
example. I would like to add a general mechanism to dpkg to deal with
such files that are associated with a package but not included in the
deb file. Part of that includes moving the handling of conffiles outside
of dpkg to a seperate util that dpkg can call, which will also make it
easy to optionally support debconf for the associated prompting.

dpkg has no special casing. The fact that files in /etc should be
conffiles is dictated by Debian policy, dpkg just implements the
conffile mechanism used.
