Actually, they wouldn't have to. They could refuse until someone else
steps forward to do it. But if a majority votes for the GR then presumably
there will be no lack of someone elses.
(What do you have against rotating pornographic images anyway? They're
much more interesting than ones that stick with one orientation.)
