You shouldn't begin the short description with the name of the package.
It will already be displayed prominently by package selection interfaces
(policy, section 5.7).

Secondly, I have no clue what a "generic capture core" is.  From the
long description, I'm guessing it's some sort of video capturing
library.  Could you rephrase this in less technical terms?

My suggestion is:

Description: a high quality, generic video capturing library

There's no need to repeat the synopsis line (especially verbatim) in the
long description.

So I would make this the first sentence, and rewrite it as:
