I must have misunderstood Emile's question then.  I thought he was
asking when it would be reasonable to have create a new root-level
directory, in general.  Not anything to do with Debian specifically.  In
particular, with my understanding of his question, a natural extension
would be, "When would/should the FHS specify that a new root-level
directory be added," which is what would lead to a circular argument.
