169.254/16 is not supposed to be forwarded between network interfaces ever.
I.e. it is not routable, it is therefore "link-layer".
10/8 and 192.168/24 are routable. You can build networks with them. Just
don't let them out of your administrative domain, because they are "private
network addresses".
