Thanks to Vojtech Pavlik's suggestion, I've upgraded to 2.4.19-pre5 and
now enjoy 35MB/s instead of 7MB/s on /dev/hda! - full UDMA :)

And, 'hdparm -d1 /dev/hda' now works!
