Well first you have to have a package prepared before you upload.

To upload it you use dupload (preferrably) but before that you have
to be a Debian Developer (see http://www.debian.org/devel/join/ on
how to join). If you just want to help fix bugs it is just to send patches.
If you have a package that fixes a lot of bugs on an unmaintained package
you can try to get a sponsor that help you with the sign and upload
part. You should try to become a developer anyway if you need a sponsor.
If you need more information http://www.debian.org/devel/ is probably
a good way to start.
