If you're asking an already-existing maintainer to do the package(or
check over what's already there) and upload it to the archive, then the
"appropriate" course would be to file a WNPP "RFP" bug(
http://www.debian.org/wnpp/ ).

If, on the other hand, you want to upload the package yourself and be
its maintainer, the only course of action would be to start the NM(New
Maintainer) process; http://nm.debian.org
