I don't know... clueful people I know tend to expect to have to
install RCS when they log into a random Unix system, because most Unix
systems either don't include RCS or include an old broken RCS.  Just
like Emacs.  But then, when I say "random Unix system" I generally
mean "random Unix system including all the commercial variants", and
the free ones are usually the only ones which bundle a workable RCS.

I guess you could say SCCS is expected to be there, but nobody wants
to use it.
