After I posted the "all these packages are DEAD!!!!! MUAHAHAHAHA!!!"
mail, a whole lot of bugs got closed or downgraded or reassigned. I
decided it was [wtf? vim's decided to automatically wordwrap on me?
make the pain stop!] safer if I just left them all excluded for a while
until all that had a chance to settle down a bit.

They'll be taken out of the force-removal list in the next round of
removals, basically.
