Do you have a solution in mind?
What occurs to me is that dpkg should configure recommended (or
suggested) packages before the recommending (suggesting) package, in
the case that 1) the recommended (suggested) package is in fact
being installed, and 2) there are no cycles (I believe cycles are
allowed in recommends/suggests).
