"Trying to remove package, not update it"

(There are other examples, this was just one I'm slightly familiar
with.)

I understand that the "Trying to remove package" was aj forcibly
removing the package from testing, but now that the package is fixed it
should be a candidate to return to testing in 10 days. Will packages
like this be taken back out of the force-removal list, or have they now
been removed from woody for good?
