You should instead upload blatte as usual and a dummy package called
latte that only has a dependency on blatte.  The benefit is that these
people who have latte installed, won't miss the new package since
upgrading latte as usual requires blatte to be installed.  blatte
should Provide latte (I guess, not 100% sure), so latte can be removed
later.
