It doesn't really matter (for Debian) whether there is a good reason
or not; it simply isn't, because of the upstream maintainers.

I can't comment on differences between XEmacs and GNU Emacs here.  But
within the GNU Emacs versions, it is frequently the case that the
introduction of a new bytecode will significantly improve the
performance of compiled Emacs Lisp; and so the bytecode is added in a
new version.  That creates an incompatible (but usually--though not
always upward-compatible) change.
