Correct. I'm saying that the API for update-rc.d does not allow for a
dependency based init system, but the LSB API _does_.
Furthermore I'm saying that a wrapper to translate from the LSB API to
the update-rc.d SysV tied one already exists (in the lsb .deb that was
posted).

Er, you conveniently cut the part where you state:
