No. They divert update-rc.d and implement that *interface* to work with
whatever method of handling priorities they have.

This is not an ugly way of doing things. It works, and it is technically
sound a solution.

Yes. And it does not work at all for other types of initscript priority,
such as a dependency-based one.  I suppose this is what you dislike.

update-rc.d isn't generic, but that has nothing to do with being diverted or
not...
