Actually, it's not. Perhaps you should lookup the debian package file-rc
which uses a file to handle the init scripts rather than sysVinit.

There are also other init machanisms supported. You could say that debian
was ahead of its time here.

update-rc.d is already generic. Check it out. Many people do indeed like it.
