THAT, I doubt. I use CVS for my own packages, and off-the-cuff I can think
of some reasons why it would be a chore to have the entire release on CVS.

IMHO it would be a waste of disk-space, bandwidth and human resources.
Maintainers that want to use CVS for their packages (such as I) already do.
