IMHO it doesn't make much sense to close the lists as long as they are
available in full detail through the web interface.  If you want to
spam the list you can get as many valid sender addresses as you like.

I think the Web interface to the mailing lists, and especially the
BTS, should be modified, so that all email headers except From and
Subject are removed and the sender address is replaced by some html
element that allows to contact the sender but doesn't reveal her
address.

Further I don't think moderation is necessary, it would be sufficient
to require sender addresses to be registered without manual
interaction.  If this is done in the way the list subscription is
handled the sender address is verified, so that the sender can be
hunted down if it is used for spamming.
