As a rule of thumb, I agree. But OTOH, we have to get the freeze
freezing, and if you keep people with bugs in their priority: optional
packages from participating, then this will not help much.

So, if somebody has the skill to NMU a base package that needs NMUing,
but only maintains lower priority packages with some open RC bugs, I
think he should go forth nevertheless.
