We already have a whole subproject with its own (very very similar)
packaging system in the form of debian-installer. I don't see why we
couldn't have a sub-project for specialized systems like the iPaq as
part of Debian; i.e. distributed on our archive network, maintained by
Debian Developers, using our BTS (or perhaps a sub-BTS), etc.
