I would favour MAKEDEV, because MAKEFLOPPIES seems to be seriously
broken.  When I do "rm /dev/fd[01]*" my i386 system, then
"MAKEFLOPPIES -g" did create the wrong device files for
my system.  It needed a second call to MAKEFLOPPIES to fix this.
