debconf only for root?

Hello all,

Is it correct that only root can execute debconf scripts? (Because it
needs read access to the database.)

I had thought about using the debconf "widgets" in a user-space program.
For this some kind of of per-user database is needed, or alternatively a
temporary database which is filled at program start and deleted at the
end.

Any pointers welcome,
