equivs can be used for both. I have
- an equivs package mail-transport-agent which Provides:
mail-transport-agent for systems that have a self-compiled MTA
- an equivs package webrt-dependenceies which Depends: libmime-perl to
remind me that I better not uninstall libmime-perl if I want webrt
still to work.

Basically, equivs takes a generic control file and builds a package
from that.
