Strange problem with % on klecker

Hi,

I have a problem with my packages to run kernel 2.4.x on Debian
potato [1]: These packages include amd that has a Debian revision.
The problem is that the webserver changes
  amd_1%3a0.0_all.deb
to
  http://people.debian.org/~bunk/.../amd_1%253a0.0_all.deb

(note the "25") and this confuses apt.

Does anyone know where this problem comes from or even better how to solve
it?
