Actually, since .deb's are kept around for a couple of days since they're
last referenced, mirrors could be effectively atomic by mirroring the
pool/ directory first, then mirroring the dists/ directory.
The only problem this would leave is that the signed Release{,.gpg} file
and the various Packages files would be out of sync for a short while.
